Kulhudhuffushi City Unit
Established in 2010, the Kulhudhuffushi City Unit is one of the Maldivian Red Crescent's longest-serving Units and the anchor of MRC's humanitarian action in the northern Maldives. For over a decade, the Unit has been at the frontline of emergency response, disaster risk reduction, and community-based Programmes across Kulhudhuffushi City and the broader northern region.
The Kulhudhuffushi City Unit operates in one of the most strategically important locations in MRC's network. Kulhudhuffushi City is the main urban centre of the northern Maldives - a city that serves as a hub of services, government presence, and community life for the four northernmost atolls. The Unit's position here means it is not just serving one island, but supporting and influencing humanitarian capacity across an entire region.
Over more than a decade, the Unit has developed a distinctive identity - one rooted in innovation and community ownership. Its flagship Programmes such as the Malafehi Nursery, the Madhadhu healthy ageing Programme, and the Madhadhuveni youth engagement initiative reflect a Unit that thinks creatively about what humanitarian work looks like and builds Programmes that last.

Programmes & Services
The Kulhudhuffushi City Unit delivers MRC's core community-based Programmes and services alongside its distinctive flagship initiatives covering the full spectrum of humanitarian need in Kulhudhuffushi City.
Emergency Response & Preparedness
Kulhudhuffushi City Unit maintains a trained Emergency Response Team ready to deploy across the city and the broader northern region. Volunteers are equipped to provide first aid, evacuation support, and psychosocial assistance during floods, fires, and other emergencies — while ongoing preparedness activities ensure that schools, institutions, and communities are better ready before a crisis strikes.
Community First Aid Services & Training
First aid training and community first aid services are delivered year-round across Kulhudhuffushi . Volunteers provide professional first aid coverage at local events and deliver training to schools, institutions, and community groups — building a broader culture of first aid readiness across the island.
Community Engagement & Outreach
Kulhudhufufshi City Unit engages year-round with residents, community organizations, schools, and local institutions, building relationships, raising awareness of MRC's Programmes & services, and ensuring that those who need support know where to find it.

Community First Aid Services
The MRC Kulhudhuffushi City Unit provides First Aid services across Kulhudhuffushi City through a team of trained and dedicated volunteers. These services are delivered at both community-based and commercial events. First aid coverage is provided free of charge for government institutions, including schools and councils, as well as for local NGOs, CSOs, and purely charitable events. For events with commercial or promotional elements, a service fee is applied. This cost-recovery mechanism supports the sustainability of operations and enables the continuation of key programmes and emergency response services. Services are available for both one-time events and ongoing activities, ensuring continuous access to first aid support within the community.

Malafehi Nursery
Established in early 2025 in partnership with Kulhudhuffushi City Council through a five-year MOU, the Malafehi Nursery cultivates plant species native to the Maldives with the aim of restoring coastal vegetation and mangroves, supporting species conservation, promoting urban greening, and strengthening local food security. Beyond its environmental purpose, the nursery is designed to serve as a community space for social connection, knowledge sharing, and intergenerational action towards environmental stewardship. MRC's vision is for this model to demonstrate what community-based climate adaptation looks like in practice on a island community.
Unit Governance
The Kulhudhuffushi City Unit is governed by an elected Unit Board responsible for directing the Unit's work, promoting membership, and providing oversight of the Unit's operations. Board members are elected at the annual Unit Assembly by active members of the Unit and serve two-year terms.

Unit Youth Council
The Kulhudhuffushi City Unit Youth Council is elected at the annual Unit Youth Forum which brings together active youth members of the Unit to elect a council of three to five members. The Youth Council advises the Unit Board on all matters related to youth, promotes the implementation of MRC's Youth Policy, and ensures that the perspectives of young members and volunteers are reflected in the Unit's activities and planning. The Chair of the Unit Youth Council sits on the Unit Board as Youth Member, giving young people a direct seat in the Unit's governance.

Madhadhuveni — Youth Engagement Initiative
Madhadhuveni is the Unit's flagship youth engagement and community outreach initiative creatively recruiting new volunteers and nurture the next generation of humanitarian leaders. Through targeted school outreach, the Programme has successfully brought school leavers into MRC, giving them a structured pathway into active volunteering.
